Surveying San Francisco Merchants in Five San Francisco Commercial Districts

LISC strives to build the capacity of communities, merchant groups, and community-based organizations to lead ongoing initiatives to strengthen the physical, social, and economic character of the neighborhood.

We are assisting LISC by conducting merchant surveys in five commercial corridors — Leland/Bayshore (Visitacion Valley), Mission Street (Excelsior), Ocean Avenue, San Bruno Avenue, and Third Street (Bayview). This will ultimately help LISC to:

  • Develop economically viable neighborhood business districts where existing businesses can grow and expand and new businesses can locate;
  • Increase the potential of commercial districts to provide jobs and entrepreneurial opportunities for community residents;
  • Attract public and private investment to improve the appearance of commercial corridors including building rehabilitation for new and existing uses, streetscape and other public improvements;
  • Strengthen the ability of existing neighborhood-serving businesses to compete in a changing economic environment;
  • Address quality-of-life issues such as the perception and/or reality of crime, safety and cleanliness; and
  • Build neighborhood-based collaborations with the capacity to implement and sustain commercial district revitalization programs over the long term.

Mitigation of Collapse Risk in Vulnerable Buildings - Inventory & Loss Estimation

The goal for year one and two of the project is to assemble a representative inventory of nonductile concrete frame buildings in selected region(s) to identify critical building construction data, structural assemblies, as well as ownership and use patterns. The goal for years 3-5 focus on understanding the scope of the potential losses resulting from earthquake damage to non-ductile concrete buildings both before and after mitigation strategies have been implemented.

In Years 1-2 the PI will lead the development and evaluation of inventory for a selected region, and participate in the development of a set of scenario earthquakes, and the calculation of losses for selected scenarios. The consultant will assist the PI and students in accessing relevant City of Los Angeles data sources and liaison with appropriate city staff. In addition, the consultant will identify existing LA City seismic legislation, codes and related policy regarding nonductile concrete structures. Inventory work will improve existing knowledge on the numbers and characteristics (structural system, occupancy, ownership) of the hazardous concrete building stock. In Years 3-5, the PI will coordinate with Thalia Anagonos on the loss estimates which will be calculated for a selected region to establish baseline estimates of losses and to understand the impact of specific policy and retrofit decisions. The consultant will coordinate with Peter May on policy recommendations.
